The State law that placed a moratorium on the establishment of new nursing facilities and on the increase to licensed capacity of existing nursing facility licenses, with some statutory exceptions, has been repealed effective July 1, 2022 (see R.I.General Law section 23-17-44).
Change in owner, operator, or lessee of a licensed Nursing Facility requires prior review by the Health Services Council and approval by RIDOH. Completion and submission of the Change in Effective Control application is a prerequisite to any change.
