Partners HealthCare/ Care New England Review

On August 8, 2018, RIDOH received a Request for Expedited Hospital Conversion Act (HCA) Review on behalf of Partners HealthCare System, Inc. and Care New England Health System. On September 28, 2018, RIDOH approved the Request for Expedited HCA Review, which calls for a 90-day review once the application is deemed complete.

On December 17, 2018, RIDOH received the HCA application on behalf of Partners and CNE. The HCA application has not been deemed complete. Once the HCA application is deemed complete and a confidentiality determination is rendered by the Office of the RI Attorney General, the HCA application will be made publicly available.

On June 4, 2019, Partners HealthCare System, Inc. submitted a letter withdrawing the application that had been submitted. (more)

In addition to the HCA review, the parties must also file a Change in Effective Control (CEC) application. On January 30, 2019, RIDOH received the CEC application. The CEC application has not been deemed complete and acceptable for review, but is available to the public. Once the application is deemed complete, RIDOH is provided 90-days to make a decision.

The Rhode Island Department of Health (RIDOH) sought to engage consultants, such as accountants, clinical specialists, and health economists for the purpose of reviewing a hospital merger application between the Care New England Health System and Partners Healthcare.
